Exceptions include transfers between gun dealers, transfers to law enforcement or military agencies, transfers to family members by gift, bequest, or inheritance, and temporary transfers. Violators face fines and imprisonment, and are prohibited from possessing firearms for two years. The act takes effect July 1, 2025.
