Tennessee HB0780 amends various sections of Tennessee Code Annotated to ensure that the allocation and distribution of funds to counties and municipalities are based on annual population estimates. The Boyd Center for Business and Economic Research at the University of Tennessee, through the Tennessee state data center, generates these estimates. The Department of Economic and Community Development reviews and certifies these estimates annually before July 1. This process applies unless a jurisdiction's population is revised due to a special census or the regular decennial federal census.
