Tennessee HB0707 amends the student promotion process in Title 49, Chapter 6. It allows a third grader to be promoted if they earn an A or B in their English Language Arts (ELA) class and their parent opts out of a summer camp designed to prevent learning loss. Alternatively, a student who scores "approaching" on the ELA portion of their most recent TCAP test can be promoted if a majority of participants in a conference, including the student's parent, ELA teacher, and school principal, recommend promotion. A student cannot be retained in third grade more than once.
