Modernizes TennCare reimbursements for key services to match Medicare or commercial rates.

This bill updates TennCare reimbursements for key services, including obstetrics-gynecology, primary care, outpatient mental health, and substance use disorder services, to align with the Medicare fee schedule or the average commercial rate, whichever is higher. It also provides additional incentive payments for healthcare providers based on quality of care and improved patient access, especially in rural and underserved areas. The Department of Health and the Bureau of TennCare will conduct annual reviews and submit joint reports to the Health and Welfare Committee.
