Tennessee HB0347 amends state laws to protect parents from certain penalties due to financial hardship.

Tennessee HB0347 amends several sections of Tennessee Code to protect parents from certain penalties due to financial hardship. It specifies that a mother cannot be held criminally liable for delivering a newborn to a facility, nor can a parent or guardian be penalized solely due to financial hardship unless they have been offered and refused reasonable material resources. Courts must not weigh financial hardship against a parent unless such resources have been offered and refused. The act also presumes that placing a child in a safe environment is in the child's best interest.
