These auctions must take place at a municipal convention center in a county with a population between 366,200 and 366,300, as per the 2020 federal census. Additionally, a portion of the festival's proceeds must be donated to a hospital neurological institute located in a county with a similar population range. This exemption is set to be repealed on October 22, 2025.
