Establishes a Tennessee Promise completion grant special account and modifies funding and reporting requirements for Tennessee Promise scholarship.

This bill creates a special account in the state treasury called the Tennessee Promise completion grant special account. The account will be used to award completion grants to Tennessee Promise scholarship students. The bill also modifies funding and reporting requirements for these students, including changes to the use of state lottery net proceeds and the allocation of funds from the qualified work-based learning grant fund.
