Tennessee HB0011 mandates the redesign of driver licenses, instruction permits, intermediate driver licenses, and photo identification licenses for lawful permanent residents to be visually distinct from those issued to U.S. citizens. The Department of Safety must start issuing these redesigned licenses and permits by January 1, 2026. The redesigned licenses must maintain the same driving privileges and restrictions as previously issued licenses. If a lawful permanent resident submits documentation proving U.S. citizenship upon renewal, they will receive a license with the same design as U.S.
