Authorizes loans from the South Dakota housing infrastructure fund for airport infrastructure.

The bill allows the Board of Economic Development to provide loans from the South Dakota housing infrastructure fund to airport owners or operators in metropolitan areas with populations over 125,000. Loans are capped at $15 million per recipient and must be repaid with zero percent interest over 20 years. The first payment is due one year after the loan is funded, and all loans must be closed by June 30, 2030. Repayment funds are deposited into the revolving economic development and initiative fund.
