It allows the executive director to either accept or reject the findings and conclusions of a hearing examiner, or modify them before making a final agency decision. The final agency decision can be appealed to circuit court. The bill also sets a thirty-day window for aggrieved individuals to file a written notice of appeal with the executive director, and a sixty-day window for requesting a contested case hearing.
