South Dakota SB28 allows county auditors and political subdivisions to use a ballot on demand system and declares an emergency for its implementation.

South Dakota SB28 permits county auditors and political subdivisions to authorize the use of a ballot on demand system, which prints official ballots as needed. If both a political subdivision and a county board of commissioners agree that an emergency exists to preserve public peace, health, or safety, the Act takes immediate effect. The Act also allows the use of blank ballot paper for the system.
