Establishes a pilot program for a cryptographically end-to-end verifiable voting system in South Dakota.

The bill establishes a pilot program for a cryptographically end-to-end verifiable voting system in South Dakota. It allows up to three jurisdictions to implement this system for absentee voters and those under the Uniformed and Overseas Citizens Absentee Voting Act. The system must accurately identify and authenticate voters, generate and encrypt ballots, and provide a unique, verifiable record for each voter.
