Amends school funding formula to use average fall enrollment for determining local need.

This bill amends the school funding formula to use the average fall enrollment from the two preceding school years when determining local need. It defines "average fall enrollment" as the sum of the fall enrollments for each of the two school years immediately prior to the current school year, divided by two.
