Increases legislative oversight procedures and protections against conflicts of interest, and provides a penalty therefor.

This bill enhances legislative oversight procedures and protections against conflicts of interest. It grants the House Judiciary Committee and the Senate Judiciary Committee the same subpoena authority, discovery authority, record-preservation requirements, and enforcement mechanisms as the Government Operations and Audit Committee. It prohibits retaliation against employees or consultants who cooperate with audits or investigations. It also defines and penalizes direct and indirect criminal conflicts of interest, including disgorgement of benefits and restitution to the state.
