Modifies authority of South Dakota political subdivisions to adopt mining ordinances.

This bill modifies the authority of counties and municipalities in South Dakota to adopt ordinances governing mining operations. It allows those with comprehensive plans and zoning ordinances to create regulations for sand, gravel, and aggregate mining, provided they do not conflict with state laws. The Board of Minerals and Environment must consider local proceedings and actions before issuing or denying a permit. Mining operations cannot start until the board is notified that all required local permits have been obtained.
