The bill prohibits the dispensing, distribution, sale, or advertisement of abortion-inducing substances in South Dakota. It allows for wrongful death actions against those who prescribe, procure, or administer such substances for unlawful abortions. The bill also authorizes the attorney general to recover civil penalties of up to $10,000 per dose for violations. The penalties do not apply to pregnant females who use the substances for their own abortions or to those necessary to preserve the life of a pregnant female.
