Establishes rules for public access to the South Dakota Capitol complex and electronic card access for pass holders.

The bill amends the South Dakota Code to require the commissioner of the Bureau of Human Resources and Administration to create rules for public access to the Capitol complex and grounds. These rules aim to promote health, safety, and general welfare, prohibit public intoxication, disturbances, and disorderly assemblies, and maintain peace. The rules may also regulate hours of public access to buildings within the Capitol complex and manage obstruction, speed limits, and parking on Capitol grounds.
