This bill amends South Dakota law to require applicants for a carbon dioxide transmission facility permit to prepare and pay for an environmental impact statement. The Public Utilities Commission must make this statement available to the public on its website. The bill also sets forth fee structures for permit applications, including a maximum fee based on the estimated construction costs of the facility. The commission cannot use funds from the South Dakota public utilities commission gross receipts tax fund to cover additional costs incurred.
