Moratorium on new or expanding industrial dairy operations in South Dakota until June 30, 2028.

South Dakota HB1159 imposes a moratorium on new or expanding industrial dairy operations exceeding 7,499 dairy cows, permitted as concentrated animal feeding operations. The moratorium allows the Department of Agriculture and Natural Resources to assess economic and environmental impacts and for counties to update land use plans. Road agreements and incremental setbacks are required for conditional use permits. The moratorium is in effect until June 30, 2028.
