Establishes lifetime registration and one-time license fees for certain small trailers in South Dakota.

This bill amends South Dakota's vehicle licensing laws to establish lifetime registration for noncommercial trailers weighing three thousand pounds or less. Owners pay a one-time license fee upon initial registration, which remains in effect for the trailer's useful life. If the trailer's weight exceeds three thousand pounds or ownership changes, the trailer becomes subject to annual license fees based on its actual weight. The bill also modifies the fee structure for various noncommercial motor vehicles, including pickup trucks, motor homes, motorcycles, and snowmobiles.
