Establishes the South Carolina Headquarters Relocation and Growth Fund to provide grants for businesses expanding in the state.

The bill creates the South Carolina Headquarters Relocation and Growth Fund, separate from the state's general fund, to provide grants for qualified businesses establishing or expanding headquarters in the state. The fund, administered by the Coordinating Council for Economic Development, can receive appropriations, donations, and grants. Grant recipients must create at least 50 new full-time jobs within five years, pay wages at least 200% of the county average, and invest at least $10 million.
