The bill amends South Carolina's driver's license laws to allow applicants who cannot speak or read English to take the written portion of the driving examination in a language other than English. However, when renewing the license, the applicant must retake the written exam in English. The applicant cannot use a translation dictionary, electronic device, or interpreter for the reexamination. This provision does not apply to applicants who can read English but have a hearing impairment that affects their ability to speak English sufficiently.
