The bill creates the Tuition Gap Scholarship Program to ensure that students receiving LIFE, HOPE, or Palmetto Fellows Scholarships have their remaining tuition costs fully covered. Scholarships will be funded exclusively from proceeds of the South Carolina Education Lottery, with no general fund appropriations allowed. The program will take effect for the academic year beginning in Fall 2027.
