Establishes the Tuition Gap Scholarship Program to cover remaining tuition costs for eligible students.

The bill creates the Tuition Gap Scholarship Program to ensure that students receiving LIFE, HOPE, or Palmetto Fellows Scholarships have their remaining tuition costs fully covered. The Commission on Higher Education will administer the program, develop application procedures, and coordinate with public institutions to calculate tuition costs and scholarship shortfalls. Scholarships will be funded exclusively from proceeds of the South Carolina Education Lottery, with no general fund appropriations allowed. The program will take effect for the academic year beginning in Fall 2027.
