Amends litter control officers' powers and duties in South Carolina, including search warrant procedures and arrest authority limitations.

This bill amends South Carolina's litter control officers' powers and duties, allowing them to request access to blighted properties for inspection and investigation. It establishes procedures for issuing search warrants when access is denied. Litter control officers, who are also code enforcement officers, can exercise their powers on all private and public property within the county. They can make custodial arrests only for litter control law violations.
