Expands eligibility for handicapped parking placards in South Carolina to include certain conditions and pregnant women.

This bill amends South Carolina law to expand the definition of "handicapped" to include individuals with specific medical conditions and pregnant women beyond the first trimester. Eligible conditions include inability to walk without assistance, lung disease, use of portable oxygen, cardiac conditions, and blindness. Placards are issued for a fee of one dollar and must be carried in the vehicle. Placards for pregnant women expire twelve months after issuance. The bill takes effect upon approval by the Governor.
