Defines medium speed vehicles and sets conditions for their operation in South Carolina.

This bill amends South Carolina's motor vehicle laws to define a medium speed vehicle as a four-wheeled motor vehicle with a speed limit of more than 20 mph but not more than 45 mph on a paved level surface and a gross vehicle weight rating of less than 5,000 pounds. It sets conditions for the operation of medium speed vehicles, including that they can only be operated on highways with a posted speed limit of 45 mph or less. The bill also mandates that medium speed vehicles must be titled and meet federal safety standards.
