South Carolina S0342 amends pharmacy benefits manager regulations to ensure fair reimbursement practices and prohibit certain actions. The bill mandates that pharmacy benefits managers (PBMs) must not reimburse pharmacies or pharmacists for prescription drugs or services at less than the National Average Drug Acquisition Cost (NADAC) plus a professional dispensing fee. If NADAC is unavailable, the PBM must use the Wholesale Acquisition Cost (WAC). PBMs are prohibited from engaging in antisteering practices, imposing retroactive fees, or reducing payments for claims without valid reasons.
