South Carolina S0329 authorizes electrical utilities to establish targeted investment programs for the reliability, resiliency, and modernization of distribution and transmission systems. These programs may include projects to improve service reliability, reduce outage risks, and enhance grid resiliency, particularly in response to severe weather events. Utilities must submit an initial investment plan to the commission for review and approval. Costs incurred for these programs can be deferred in a regulatory asset and recovered through applicable rates and charges.
