The bill mandates that any person with a National Pollutant Discharge Elimination System (NPDES) permit for discharging effluent into South Carolina's waters must post a sign at the discharge outlet. The sign must be at least 18 inches square, visible from the receiving water, and made of durable materials. It must include the type of wastewater, permittee and facility names, permit number, and contact information. Exemptions apply for stormwater discharges and certain other discharges.
