It grants federal firearms licensees immunity from civil and criminal liability when possessing firearms under a written agreement with owners, unless the death or injury results from unlawful conduct, gross negligence, or recklessness. The immunity does not apply to firearms transfers made under the Domestic Violence Reform Act. This act takes effect upon approval by the Governor.
