Operating millage rates

Allows municipalities without an operating millage to reimpose it up to a certain amount.

The bill amends the South Carolina Code to allow municipalities without an operating millage on January 1, 2025, or those that incorporate after that date, to reimpose an operating millage. The reimposed millage can be up to the previous amount plus allowable increases since 2007 or since the millage was repealed. This reimposed millage is then subject to the same limitations on increases as other millages.
