Proposed constitutional amendments to remove the Comptroller General from the list of elected state officers and to change the process for Governor.

This bill proposes three amendments to the South Carolina Constitution. The first amendment removes the Comptroller General from the list of elected state officers. The second amendment changes the process for determining if the Governor is unable to discharge their duties, removing the Comptroller General from the list of officers who can declare the Governor's inability. The third amendment requires the Governor to levy an ad valorem tax if the principal or interest on any general obligation debt is not paid when due.
