Voter registration and voting provisions for handicapped and elderly voters in South Carolina.

This bill amends South Carolina's voter registration and voting laws to allow handicapped and elderly voters who cannot enter the polling place or stand in line to choose a person to remain in their vehicle while they cast their ballot. It also allows these voters to register to vote electronically or in person before the next election if they turn 18 before the next election. The bill requires written notification of approval or rejection of registration applications and allows for appeals of the county board's decisions.
