South Carolina H5742 amends the South Carolina Code to allow a county governing body to adopt an ordinance prohibiting annexation within the county by a municipality until a comprehensive infrastructure impact study and mitigation plan has been submitted to and approved by the county governing body. This bill adds a new section to the South Carolina Code, specifically Article 1, Chapter 9, Title 4, to provide this authority. The act takes effect upon approval by the Governor.
