The bill creates the South Carolina Farm Aid and Resiliency Grant Fund, separate from the state's general fund. Earnings from the fund must be credited to it, and any balance carried forward to the next fiscal year. The fund will receive an appropriation of fifty million dollars from the Contingency Reserve Fund.
