Establishes the South Carolina Headquarters Relocation and Growth Fund to provide grants for businesses creating jobs.

The bill creates the South Carolina Headquarters Relocation and Growth Fund to provide grants to qualified businesses establishing or expanding headquarters in the state. The fund, separate from the general fund, will be administered by the Coordinating Council for Economic Development in coordination with the Department of Commerce. To qualify, businesses must create at least 50 new full-time jobs within five years, pay an average wage at least 200% of the county's average, and commit a minimum capital investment of $10 million.
