This bill amends South Carolina law to allow the disposal of a vehicle to a demolisher or secondary metals recycler without a title certificate, magistrate's order of sale, or sheriff's disposal authority certificate if the vehicle is abandoned or the title is faulty, lost, or destroyed. The vehicle must be lawfully in possession, at least five model years old, without a valid registration plate, and inoperable. The change reduces the previous age requirement from twelve to five model years.
