The bill amends the South Carolina Code to prohibit the land application and sale of sludge and compost containing sludge from municipal, commercial, or industrial wastewater treatment plants or septage. Exceptions include disposal at solid waste landfills and certain agricultural products not mixed with sludge. The act takes effect upon approval by the Governor.
