This bill amends South Carolina law to require plaintiffs in tort claims related to defective real property to file expert witness affidavits as part of their complaint. These affidavits must establish a causal connection between the negligent act or omission and the factual basis for each claim. If the affidavit is defective, the plaintiff's complaint may be dismissed unless corrected within thirty days. The act takes effect on January 1, 2027.
