Amends South Carolina building codes to adopt the 2009 International Energy Conservation Code for applicable construction and allows variances for.

This bill amends South Carolina's building codes to adopt the 2009 edition of the International Energy Conservation Code as the Energy Standard for construction within the scope of the International Residential Code. For other types of construction, the edition of the International Energy Conservation Code is subject to adoption by the South Carolina Codes Council. Local jurisdictions can appeal to the South Carolina Building Codes Council for variances from the Energy Standard based on special local conditions, provided the variance meets certain criteria.
