Establishes requirements for large load customers to protect ratepayers and prevent cost-shifting.

Establishes requirements for large load customers, defined as those with a projected peak demand of at least 50MW, to protect ratepayers and prevent cost-shifting. Requires large load customers to submit plans regarding water resources and annual reporting to the Department of Environmental Services. Requires the Department of Environmental Services to verify water usage and hold public hearings. Requires large load customers to enter into contracts with electrical utilities that include participation in demand response programs or payment of increased amounts for firm service.
