The bill adds a section to the South Carolina Code to prohibit certain contracts with companies from designated countries in connection with critical infrastructure. Critical infrastructure includes communication systems, cybersecurity, electric grids, hazardous waste treatment, and water treatment facilities. The Governor, after consulting with the Homeland Security Council, may designate countries as threats to critical infrastructure.
