County utilities

Introduced·1/13/26
Introduced Text

Countywide water and sewer system can acquire municipal water systems within the county.

This bill allows counties in South Carolina that operate a countywide water and sewer system to acquire municipal water systems within the county. The process requires a petition signed by at least 40% of qualified electors in the service area. The county must hold a public meeting and publish notice in a local newspaper. If the petition meets requirements, the county governing body can enact an ordinance to authorize the acquisition. The county assumes ownership, operational control, and obligations of the municipal system, subject to legal and financial due diligence.
