Establishes the Tuition Gap Scholarship Program to cover remaining tuition costs for eligible scholarship recipients.

The bill creates the Tuition Gap Scholarship Program to ensure that students receiving LIFE Scholarships, HOPE Scholarships, or Palmetto Fellows Scholarships have their remaining tuition costs fully covered. The scholarship amount is the difference between the actual tuition cost and the total scholarship value. The Commission on Higher Education will administer the program, develop application procedures, and report annually on the program's impact. Tuition Gap Scholarships are funded exclusively from proceeds of the South Carolina Education Lottery.
