Amends South Carolina veterinary practice regulations to revise the composition and functions of the Investigative Review Committee and to establish.

The bill amends South Carolina's veterinary practice regulations by revising the composition of the Investigative Review Committee (IRC) to include a former board member, a physician, an attorney, a representative from a nonprofit animal protection organization, and members of the general public. The IRC reviews complaints against licensed veterinarians and makes recommendations to the board, which must consider these recommendations but retains the final decision on whether to proceed with formal action.
