South Carolina H4726 allows municipalities to annex areas if they have been completely surrounded for at least five years.

South Carolina H4726 amends the state code to allow the governing body of a municipality to annex an area by ordinance if the area has been completely surrounded by the municipality for at least five years. Exceptions include areas surrounded by a state line, military installation, state or national park or forest, or a lake or river. Before the first reading of the ordinance, the municipality must hold a public hearing, providing notice by publication and written notification to taxpayers.
