Establishes seven congressional districts in South Carolina and authorizes the President of the Senate and the Speaker of the House to intervene in.

This bill amends the South Carolina Code to establish seven congressional districts with specified populations and areas. It also grants the President of the Senate and the Speaker of the House the authority to intervene in any state or federal litigation concerning redistricting. The bill further allows the President of the Senate to initiate or participate in litigation on behalf of the Senate and the Speaker of the House to do the same on behalf of the House. It specifies that such interventions do not waive legislative immunity or sovereign immunity.
