South Carolina H4698 mandates veteran preference in state agency hiring and requires reporting on veterans' recruitment.

South Carolina H4698 amends the state code to require state agencies to give preference to veterans when filling vacancies or new positions, provided they are equally qualified. It also allows the state and its political subdivisions to waive postsecondary educational requirements for veteran applicants. Each agency and political subdivision must develop a Veterans' Recruitment Plan with annual goals for veteran employment and submit it to the Office of Human Resources. Additionally, agencies must report statistical data on veterans' hiring to the Department of Employment and Workforce.
