Establishes the State Resource Commission to increase in-state production of essential resources in South Carolina.

The South Carolina Resource Independence and Resilience Act establishes the State Resource Commission to achieve and maintain a minimum percentage in the in-state production of essential resources by 2036. The commission will coordinate statewide initiatives, develop a comprehensive implementation plan, and maintain a public dashboard tracking progress. The act sets benchmarks for in-state production, including fifteen percent by 2031 and twenty-five percent by 2036. The commission will also develop a package of incentives, such as tax credits and grants, to promote local production.
