Establishes procedures for the disposal of abandoned or derelict aircraft by airport managers.

Provides for the disposal of abandoned or derelict aircraft by airport managers. Defines "abandoned aircraft" and "derelict aircraft." Requires airport managers to notify the aircraft owner and any lienholders of the aircraft's status and give them time to remove the aircraft and pay any fees. If the aircraft is not removed, the airport manager may dispose of the aircraft by public auction or scrap it. Proceeds from the sale go to the aircraft owner or, if the owner cannot be found, to the State Aviation Fund.
